The study examines existing problems in Germany in the area of ​​professional qualification. It shows ways to supplement and reform the vocational training system, e.g. by means of a basic vocational qualification that makes the transition sector unnecessary and guides young people into training and employment without waiting. On the other hand, it is about the development of a tiered, modularized overall educational system in accordance with EU proposals for the realization of lifelong learning.
