Today Joe Biden officially takes office as the new President of the USA. In the election on November 3, 2020, he prevailed against incumbent Donald Trump.

An experienced politician becomes president

Joseph Robinette Biden, mostly called Joe Biden, was born in 1942. He is a member of the Democratic Party and an experienced politician. He was a Senator (representative of the State of Delaware in Parliament) from 1973 to 2009 and Vice President under President Barack Obama from 2009 to 2017. He moves into the White House as the 46th President of the United States of America. The White House is the official residence of the President. Joe Biden's predecessor is Donald Trump. Donald Trump is a member of the Republican Party.

Taking office

With the swearing in in the federal capital Washington D.C. President Joe Biden's term begins at noon today. He then has to make the following promise:

"I, Joseph Biden, swear that I will faithfully serve as President of the United States and that I will maintain, protect, and defend the United States Constitution to the best of my ability." - Oath of Office

Traditionally, the president takes his oath on the Bible and says, “So help me God!”. With the swearing in, the president accepts all rights and duties of his office.

What do we have to do with the new President of the USA?

The USA plays an important role in international politics and is a partner of Germany. There are many common interests in the world. It is therefore very important how cooperation between the two countries is organized.

1. Common interests
The USA has had close relations with Germany for decades. After the relationship between the two countries worsened under President Donald Trump, many people are now hoping for an improvement under the new president. This is important because the two countries have many goals and interests in common. This applies to politics, the economy or even culture.

2. Security Policy
The USA, Germany and 28 other western democratic states together form NATO - the North Atlantic Alliance. This is a defense alliance and at the same time an alliance of countries that want to face international crises and conflicts together. The US is the most powerful partner in this alliance. Germany and Europe hope that the new American president will strengthen cooperation within NATO again.

3. Economy
The USA is one of Germany's most important trading partners. It is of great importance for both states and the companies of the countries that trade with one another works well. Good economic relations between states help to achieve common political goals and to resolve conflicts.

4. Democratic values
The United States is the most powerful democratic state in the world and American democracy is one of the oldest. From the point of view of many, President Trump has contributed to the fact that international partners and people in the USA have lost confidence in democracy. This has also led to a situation in which many Americans no longer talk to each other and no longer trust each other. What will President Biden do to bring the people of his country closer together again?

Vice President Kamala Harris

Kamala Harris, born in 1964, will serve as Vice President. She is the first woman to hold this office. Kamala Harris is a lawyer and politician. Her parents are from India and Jamaica. Like Joe Biden, Harris is a member of the Democratic Party. She has represented the state of California in the US Senate since 2017.

The American electoral system

The electoral system in the USA differs in many respects from the German electoral system. One difference is that the president is elected by so-called voters *. They are only chosen for this election. Their office expires after the election of the president. So the president in the USA is not elected directly by the citizens, but indirectly through electoral men and women.

How exactly does it work?

Each state has a fixed number of voters: the number corresponds exactly to the number of senators and representatives who represent their state in Congress (the American parliament). A high-population state can send more voters than a low-population state. This is why California, with a population of around 40 million, has 55 voters. The state of Montana, which is almost the same size as California but only has a million people, only sends 3 voters.

First the people vote ...

Whoever wants to take part in the election of the president has to be “registered”. Citizens who are entitled to vote must therefore say before the election that they want to vote later. Only then will they be included in an electoral roll. And only then can they cast their vote on election day or vote by postal vote. When polling stations are closed, votes are counted in each state. Then it is clear which candidate got the majority in the respective state.

And then it is the turn of the electorate ...

A few weeks after the election, the "Electoral College" (which means in German "Electoral College") meets to elect the President. For this purpose, the electorate meet in each state and elect the president. When voting, the electorate is not free to choose who they want to vote for. You must vote in the election assembly to the presidential candidate who received a majority from the citizens of your state. The candidate who wins the most votes for his party thus gets the votes of all the electorate in that state. Only two states have a different regulation.
An example: Joe Biden got 49.5 percent of the vote in the state of Georgia, Donald Trump got 49.2 percent. Although the result shows only a small difference between the two candidates, Joe Biden received the votes of all 16 electorates in this state according to the rule.

The results of the election of the Electoral College will be announced and solemnly sealed in a certificate. The US Congress the following January takes note of the individual certificates and announces the overall result of all votes from the Electoral College. The new president has now been finalized.

President Trump has so far doubts the election result. He claimed, without any evidence, that the elections were rigged. No court approved it. Until the end he was unwilling to recognize President Biden's victory.

A very old system

The American electoral system is very old. It dates from the year 1789. Since 1968 there have been efforts to renew the electoral system. So far, however, it has not been successful. There is a lot that is criticized about this electoral system. One point of criticism is that a candidate who does not have a majority of the votes across the United States can win.

* Most of the time we speak of "electors". But men and women can exercise this office.
